Jenny Wing Harper is the Vice President for Federal Policy and Strategic Communications at the Council for a Strong America. In her role, she shapes the federal policy agenda and communications strategy of the national non-profit that utilizes the voices of business, military, and law enforcement to advocate for policies that will help the next generation to grow up healthy, educated, and prepared for success.  

Before joining the organization, Jenny was a Senior Consultant at the McChrystal Group, a startup company co-founded by General (ret.) Stan McChrystal, where she worked with organizations to align strategy and implement best practices to facilitate increased efficiency and communication. Prior to that, Jenny spent eight years on Capitol Hill working as a policy advisor for Senator Tom Harkin of Iowa on issues related to appropriations, defense, intelligence, veterans, and small business policy.

Jenny attended the University of Iowa as a Presidential Scholar and graduated with a Bachelor of Arts with Honors in Economics and Political Science in 2003.
