Dave Conn is the Principal with Technology Policy Consulting LLC, a firm offering advice to businesses, government, and public interest groups on a wide variety of issues related to technology and public policy. 

Prior to this, Dave was Vice President-- State Government Affairs with T-Mobile USA, the country’s fastest-growing nationwide provider of mobile voice and data services.  Dave led a team that spearheaded T-Mobile’s efforts on all matters related to state utility regulatory activity, state legislative activity, relationships with state attorneys-general, and numbering policy.  Dave was at T-Mobile from 2003 to 2020. 

Prior to joining T-Mobile, Dave was Vice President and Deputy General Counsel for McLeodUSA (a competitive wireline carrier), providing legal and regulatory support for all aspects of McLeodUSA's retail telecommunications operations.  Before joining McLeodUSA, Dave was employed by the Iowa Department of Justice, the Iowa Utilities Board, and the Iowa State Commerce Commission, spending 16 years representing the interests of consumers in administrative practice and in court, on issues related to telecommunications, electric, and natural gas rates and policy. 

Dave has over 40 years experience in communications, internet, and technology policy issues, and has appeared as both a lawyer and a witness before various courts, state utility commissions, and the United States Congress.  He has also has been a guest lecturer on Telecommunications Law at the University of Washington School of Law; served as a Director of the Universal Service Administrative Company (USAC), which administers the federal Universal Service Fund; as a Member of the FCC-Joint Board Rural Task Force on Universal Service; as a Director of the Competition Policy Institute; and as a Member of the Operating Board of the Association for Local Telecommunications Services (ALTS).  Dave holds BA, MA, and JD degrees from the University of Iowa.
